The Fair Chance Center is an outgrowth of the Youth Fair Chance Program in 1994, which was a partnership with the Mayors office of Employment
Development to provide services for in school and out of school youth between the ages of 14 thru 21 and young people between the ages of 22 thru 30 regardless
of family income. This funding was designated as a five- year grant through the Department of Labor. In February 1997 Congress cut the funding for all Youth
Fair Chance Centers across the country.
The East Baltimore Community Corporation recognized the need for sustainability and began the process to move toward this effort Corporate wide.
Through new funding (Empowerment Zone) and the formation of the GATE (Gaining Access through Training and Employment) we were able to transition into our new Corporate
Headquarters, The Chance Building, in October 1997.
The GATE is the employment and training component of the East Baltimore Community Corporation and offers an array of services and resources that
prepares our customers for productive employment. Every GATE applicant must go through the following:
- Orientation
- Academic Testing
- Comprehensive Intake and Psycho-Social Assessment
- Literacy (If Needed)
- Career Enhancement and Job Readiness
- Career Planning
- Occupational Skills Training (If Needed)
- Career Net Lab/Self Directed Job Search and Internet Training
- Job Placement
- Retention/Follow up
